The government's new solar and battery loan scheme is real money, but it isn't open yet and won't be until 2027

The Warm Homes Plan's Consumer Loan Scheme puts up to £1.7 billion into low- and zero-interest loans for solar panels, batteries and heat pumps, backed by £300 million of government capital, but lenders only start onboarding from August 2026 and the scheme itself doesn't launch in England until April 2027.

The headline number is £1.7 billion in low- and zero-interest consumer loans, sitting inside the wider £5 billion Warm Homes Fund, with a further £300 million of government capital committed to bring the cost of borrowing down for whoever takes one out. That is a genuinely large sum aimed specifically at homeowners who don't qualify for the fully-funded Warm Homes: Local Grant, which is means-tested for low-income and fuel-poor households. This is the scheme for everyone else who wants help with the upfront cost.

The detail that matters more than the total pot is the timeline. The lender application process is underway now, with the first lenders expected to start onboarding in August 2026, but the actual English consumer-facing scheme is not due to launch until April 2027. That's a roughly nine-month gap between lenders signing up and homeowners actually being able to apply for one of these loans, and the government itself has been explicit that eligibility criteria and loan terms are still being finalised.

For a Kent household weighing up solar now versus waiting for cheaper finance, the practical read is: don't put off an install on the assumption this loan scheme will be live any time soon. Between now and April 2027 you'd be paying full price (or financing through a standard commercial route) regardless, and the 0% VAT relief on solar and battery installs currently runs out at the end of March 2027, the same month this loan scheme is meant to start. If your install timing is flexible, the VAT deadline is the nearer and more certain financial factor to plan around.

Watch for the eligibility criteria when they're confirmed, particularly whether there's an income cap or property-type restriction on top of the general homeowner requirement, and whether the loan can be combined with the Boiler Upgrade Scheme grant if you're doing solar and a heat pump together. Government funding programmes of this size are also routinely reprofiled between announcement and launch, so treat April 2027 as this scheme's current best estimate, not a locked-in date.
